Introducing the Carver Regulatory Pressure Index (RPI)

Regulatory news and legal obligations are not the same thing.

We built the Regulatory Pressure Index because risk and insurance professionals kept asking us the same questions:

Is my sector seeing higher regulatory risk today than before?
What are regulators actually doing right now — not what the news says?
What is the new legal expectation?

No good answer existed. So we built one.

The RPI is part of our Liability Intelligence service.

How it works

The RPI scores 117,920 regulatory events across 11 GICS sectors and produces a single monthly signal per sector: how far above or below its own 12-month baseline regulatory activity is.

Every score is built from what's actually in the source documents — not sentiment, not headlines:

Information Technology sits at +0.93σ and declining. Despite years of governance frameworks, white papers, and congressional hearings - the actual binding regulatory obligation load on the sector remains well below Energy, Environment, or Consumer Staples.
